Objective: A private client, Kamugisha Priscille, engaged UPCE Consult Ltd to provide architectural design and full construction services for an apartment building in Gisozi, Kigali. Scope & Methodology: Our scope encompassed Bill of Quantities (BOQ) preparation, detailed execution of design plans, and rigorous supervision throughout the construction process. We also conducted environmental impact assessments to ensure compliance with sustainability standards, incorporating rainwater harvesting techniques and nature-based design solutions such as natural ventilation, resource and energy efficiency, and waste management into the building's design. Key Deliverables: Architectural design plans, BOQ, environmental impact assessment, and comprehensive construction supervision through project completion. Impact: Over a seven-month engagement, UPCE Consult successfully delivered a high-quality apartment building in Gisozi, reflecting a comprehensive approach that combined solid design and construction execution with genuine environmental responsibility.

π€ Rwanda Development Board (RDB) - Government of Rwanda
Objective: RDB engaged UPCE Consult Ltd to design a new, expanded parking area and generator house to resolve the significant traffic congestion caused by vehicles parking in the existing RDB parking yard. Scope & Methodology: Our team developed and provided technical specifications and architectural design for the parking area, including its lighting design, prepared a full Bill of Quantities (BOQ) for the civil works, and produced a detailed technical report recommending quality materials for construction. We also developed the overall budget and cost estimation for the parking facility and separately provided a full geotechnical soil study (Γ©tude gΓ©otechnique) of the site, along with an implementation schedule for the works. Key Deliverables: Architectural and lighting design, BOQ for civil works, technical materials report, cost estimation, geotechnical soil study, and implementation schedule. Impact: The redesigned facility resolved RDB's parking congestion problem with a professionally engineered, cost-estimated and geotechnically validated solution ready for construction.

Objective: SKAT Rwanda contracted UPCE Consult Ltd to conduct an inventory of available brickyards and suitable fuels for building material production across five districts of Rwanda's Western Province. Scope & Methodology: Our scope included identifying all producers and main building material selling points, identifying main construction companies and their service offerings, and assessing environmental aspects alongside the operational evaluation of each brickyard. We identified the existing brickyards, evaluated their operational capacity, and analyzed the suitability of various fuel sources for brick production, examining their impacts on land use, resource sustainability, energy efficiency, and waste management strategies. Key Deliverables: A comprehensive report cataloguing brickyards and construction material producers across the five districts, an operational capacity assessment, and a fuel-suitability and environmental-impact analysis with recommendations for sustainable brick production practices. Impact: The inventory gave SKAT Rwanda and local stakeholders a clear, evidence-based view of the local brick manufacturing industry, highlighting resource and fuel options that promote environmentally responsible practices across the Western Province.

This oversight helped complete the project on time, on budget, and in full compliance with quality standards, with our team controlling and supervising every aspect of the construction works. Impact: The project revived a previously interrupted parking facility, delivering it on schedule and within budget while ensuring rigorous quality control throughout construction.

Objective: The Rwanda Development Board (RDB) engaged UPCE Consult Ltd to provide the architectural design for the refurbishment of 12 Business Development Centers (kiosks) located across 12 different districts of Rwanda. Scope & Methodology: Our team produced full engineering designs and detailed drawings for the refurbishment works, prepared Bills of Quantities (BOQs) for the project along with material recommendations, and used Standard Bidding Documents (SBD) to prepare complete bidding packages incorporating the BOQs, technical specifications, and detailed execution drawings. We then carried out full construction supervision across all twelve centers to ensure contractor compliance with the approved designs. We also built up unit rates for the various bill items and derived a total engineering cost estimate for the project, incorporating a 10% contingency, which was dispatched confidentially to RDB. Key Deliverables: Architectural designs and drawings for all 12 centers, complete BOQs and SBD-compliant bidding documents, full-time construction supervision, and a confidential engineering cost estimate. Impact: This nationwide, 12-district assignment refurbished a network of RDB business development kiosks to a consistent, well-documented design and quality standard, supported by rigorous cost control and independent construction oversight.

Objective: The Common Development Fund (CDF) engaged UPCE Consult Ltd to build the technical capacity of its staff in GPS and GIS-based data collection technologies. Scope & Methodology: Our team delivered hands-on training to ten CDF staff members on the operation and utilization of GPS Juno handheld devices integrated with GIS technologies, with a strong focus on the TerraSync software as the primary application tool for field data collection and mapping. The training curriculum was designed to empower staff with the practical knowledge and skills needed to effectively use GPS and GIS technologies, including ArcGIS and QGIS applications, for improved data collection, spatial analysis, and mapping in their day-to-day work. Key Deliverables: A structured training program covering GPS Juno/TerraSync operation and ArcGIS/QGIS application skills, delivered to ten CDF staff members over two months. Impact: The training measurably strengthened CDF's in-house geospatial data collection and mapping capacity, contributing to improved operational efficiency and data management within the institution long after the assignment's completion.

Objective: The Rwanda National Police engaged UPCE Consult Ltd as consultant for valuation and expropriation services related to the Mayange Technical Correctional/Training Centre (TCC) project in Nyanza District. Scope & Methodology: Over a 21-month, 12-month staff-effort assignment involving civil engineers, quantity surveyors, an environmentalist, valuers and a sociologist, our team carried out geometric and geotechnical studies, architectural and structural design work, prepared confidential Bills of Quantities, and conducted a socio-economic and environmental impact assessment (EIA) for the site. Key Deliverables: Geotechnical and geometric survey reports, architectural and structural designs, confidential BOQs, and a full socio-economic and environmental impact assessment. Impact: The assignment supported the Rwanda National Police in fairly valuing and expropriating land for the Mayange TCC project while ensuring the technical, social and environmental groundwork was properly documented ahead of construction.

Scope & Methodology: The repossession process involved legal disputes and compensation obligations to the former investor, making an accurate, defensible valuation essential to determining fair compensation. Our valuation team conducted detailed assessments of the buildings, land, and other assets related to the guest house, examining market value, physical condition, and potential future uses of the properties. Key Deliverables: A comprehensive valuation report covering the market value, condition, and potential uses of the Kibuye Guest House buildings, land and associated assets. Impact: The valuation provided the Government of Rwanda with accurate, credible information to determine fair compensation to the former investor, supporting a resolution to the repossession dispute.
